The purpose of the project is:
Strengthen the protection of labor rights in Armenia, paying special attention to youth and vulnerable groups.
The program is implemented in parallel with the reforms of the Labor Code and includes high-tech solutions, civil society monitoring, capacity building and awareness raising.

Electronic platform for control of labor rights in Armenia (e-labor platform)
The implementation of the proposed platform will digitize and automate key labor inspection functions and enable the creation of a first-of-its-kind National Employer Risk Map that will generate dynamic data on emerging and addressing labor rights risks over time.


FAQ chatbot
Within the framework of the project, a chatbot of frequently asked questions was created, which will be implemented both on the newly created platform and on the Facebook page of the Armenian Academy of Arts and Sciences.

The system provides a risk calculation calculator, the simple version of which will also be available to business entities to find out their risk level by entering the required data.

Within the framework of the project, the consortium, in cooperation with the RA Health and Labor Inspection Authority, is building ICT solutions that will be transformative for monitoring labor rights in Armenia.


The main problems of the project are
Promote data innovation and cross-sectoral collaboration for more targeted monitoring of labor rights
Increase the capacity of CSOs to conduct shadow monitoring of labor rights in the public and private sectors
Increase the capacity of local and central government bodies to implement protection in accordance with the provisions of the Labor Code and other laws
Increase the level of awareness of the population regarding labor relations and employment rights

PROPOSAL DOCUMENT
aimed at improving policies for labor rights protection
To design policy documents, first of all, questions were developed aimed at labor relations regulation within the framework of traditional employment and the gig economy, risk management, and review of the legal framework for problem-solving in the process of exercising the rights and obligations of the parties in line with current labor market requirements․
For this purpose, cooperation has started with unions of sectoral employers, individual employers, human resources specialists, and other interested parties. Meetings, discussions, and individual interviews were organized, during which, based on the collected information, proposals aimed at improving policies for labor relations enhancement were developed.
The meeting discussion called to develop this proposal was held on September 16, 2022. Taking into account the frequent changes in labor relations, the discussions with the interested parties on the legislative changes initiated by the competent state administration body, the RA Ministry of labor and social affairs, continued until December.
The proposals will be circulated and presented to the relevant bodies and interested parties, expecting to consider them in the framework of legal framework reforms.
